Esperanza plans to attack and control the fuel source at Besançon

In response to a report by NECIB [New Colchis Intelligence Bureau- Ed] that Esperanza plans, at an unknown date, to attack and control the fuel source at Besançon, I have found it necessary to base three ‘Swiftsure’ class courier ships in the Besançon system, to warn my Navy of any such attack by the Imperialists of Esperanza. I invite you to send a similar force (perhaps two ‘Engels’ class scouts) to the Besançon system to aid me in this important task.

Also, because of the aggressive stance of the new Esperanzan government, I have felt it necessary to join the new defensive alliance proposed by Joyeuse, and if I may be so bold I would invite you to join if you have not done so already, as such an alliance can only be to our advantage.
